What is Electrical Equipment Testing (PAT) (EET)?

Electrical Equipment Testing (EET) formerly known as Portable Appliance Testing (PAT) is the process of inspecting and testing electrical devices to ensure they remain safe and compliant with current regulations. As safety standards evolve, so has the terminology, with EET now being the preferred term used across the industry.

While many electrical faults can be spotted through a basic visual inspection, some issues are hidden and require metered electrical testing to be identified. That’s why both visual checks and electrical tests are vital components of the EET process.

Routine user checks, supported by simple training and a quick-reference checklist, can significantly reduce the risk of equipment failure or electrical hazards. However, depending on the type of equipment and the environment in which it’s used, more in-depth testing by a competent professional may be required at scheduled intervals.

Implementing EET as part of a broader electrical maintenance strategy helps ensure a safe working environment, regulatory compliance with Work Equipment Regulations 1998.

Is Annual (PAT) Portable Appliance Testing (EET) a Legal Requirement?

It is a common belief that portable electrical appliances must legally be tested every year. However, this is not entirely accurate.

The Electricity at Work Regulations 1989 require that any electrical equipment that could potentially cause injury is maintained in a safe condition. Importantly, these Regulations do not specify how this should be done, who should do it, or how often it should occur. This means that there is no legal obligation to test electrical appliances annually, nor is testing itself explicitly mandated by law.

Instead, the emphasis is on ensuring safety through appropriate maintenance, which may or may not include regular testing depending on the type of equipment, its use, and the environment in which it operates.

How Often Should Electrical Appliances Be Tested?

The required frequency for inspecting and testing electrical appliances depends on two main factors: the type of equipment and the environment in which it is used.

For instance, a power tool used on a construction site is subject to greater risk and should therefore be tested more frequently than a lamp in a hotel bedroom, which is exposed to far less wear and tear.
